I know it uses micro transactions as you only start with a number of ingame money to purchase cards. After that you need to pay with real world money to get more points.
PC gamer gave it a score of 81% i think and PC Zone 61%. was definitely in the 80's and 60's
If your looking for a new strategy game id recommend "World in Conflict" with the Soviet Assault Expansion you get extra mission for the main games campaign. Definitely worth it if you haven't got the original. You can also try the demo on Steam
