Its in open beta in korea but there is information on how to get into it here
most of the british players are on server 7 and even though it is illigal to do it there are well over a thousand british players in it, to gain more information about getting in read the post named Help I wanna play.
The actual game is in the Download link the last sticky post in the general section.
You can convert most of the text and inerfaces to english too.
