Assuming hes going to have the OS installed to the Samsung and install games and others to the 2nd HDD, i wouldnt use a Green but change to a WD Black.

Greens are nice at reducing power use of HDD but in a gaming rig performance is key.

The I5 can be overclocked nicely to at least 4.2 although i found i had to push the CPU voltage higher than i was happy to take it to make it stable at 4.4ghz, your mileage may vary. The CPU fan chosen should be up to the job and isnt too bulky as you need to be cautious of some CPU fans with motherboards like yours that have heatsinks on the components around the CPU socket.

I also have a samsung EVO 250gb SSD and more than happy with it. 500gb will do just as well.

Personally i went for a Corsair 850w PSU but dont know enough about the coolermaster to really comment and either way it wont affect performance.

Lastly, for the love of god, just say NO to cases with windows and if they have to have one, make sure you keep the case clean, it may have filters but its not hemetically sealed, dust will get inside and it will look poo as a result.

Lastly if hes accident prone, has kids or friends that are jerks, remember those vents on the top of the case...as they all have them these days...do allow ease of access of any and all liquids to the very expensive and sensitive components inside.

Cartwheel RIGHT
(serious)
If he's not 'seriously overclocking' drop down to a non-K CPU and chipset.
Spending ~1300 on a rig with 16gb memory? No. Get 32. Just Because.

(less serious)

I have just ordered pretty much that spec except with an i7, one dvd drive and a 120gig SSD and it came to 1,150 on Amazon, so he / she might be able to save some money there.
