Yup, though it's slower than in your home ships.
Tia - Character progression may be exponential with respect to stats, but it's not exponential in how "good" your character is.
As you develop, smaller improvements make more of a difference.
For example upgrading from 90% absorbtion to 92% absorbtion is actually a 20% upgrade, as the damage you're taking is reduced to 80% of what it was.
Not to mention that some of the later skills give massive boosts (such as upgrading to a new battleship).
I agree, a years difference after 10 years will be less important than a years difference after 2 years, but the gap’s still there.
There’s enough depth to the game mechanics that skill, experience, organisation and equipment make more of a difference than character skills, so it’s nothing to lose sleep over. Plus, the fact that activety doesn’t affect char skills means the more competitive/obsessive gamers can actually get some sleep now and again.

The big skills that make big differences are engineering and skills that unlock weapons/modules. He is right though but the great thing about EVE skill progression is that it forces you to take on certain skills to unlock what you want.
i.e
Sharpshooter III for T2 small rail guns
Sharpshooter IV for T2 medium rail guns
Sharpshooter V for T2 Large rail guns
Egineering skills imo are one set worth spending alot of time on within 6 months of playing and in the short term getting ones i listed on another thread, all to IV. Having 25% bonus to maximum shield capacity is great and it also is used on every ship you use.
Dont be frightened into thinking a player with 2 years of skilling will kill you fast. He wont. Even 3 months of skilling and you will have alot of defense and offensive skills to IV. Even though he has 2 years over you, all that really means is he can use more ships and the relevant modules that go with them. He prob also has alot of engineering skills to V, where as it takes about 10 days to get all them all IV.
