Latent Effects

Could someone clarify what these are/do? I've heard various conflicting explanations of what an item with a Latent effect does (how it's activated etc).

Latent effects depend on a lot of different aspects for example my hercules ring gives me regen and refresh when i hit half HP but i also have a latent effect earring which gives me 2 vit for having war for a sub job so its hard to tell you what they do as they all rely on different aspects.
