never understood why they didnt just have modded servers, where anything goes and non modded ones, where only expansion packs were effective.

perhaps too simple a solution or maybe then again im just talking bollox

They did, open battle.net cheat, hack do what you want.
The trouble was cheaters dont like to play with cheaters who are actually better than they are so they brought it onto the "legit" side and made legit people angry.
