I remember reading somewhere that it was Digital extremes. Theyre apparently filling the game with loads more polygons aswell as making it more team-based ( with bots ) so counting the extra polygons and that huge AI I suspect its gonna give your computers a beasting no-matter what their spec is.

I "think" I heard something about vehicles too. Will it whip Halo into touch?

From what I can gather, UT is continuing the squad/foot based combat tourney style so I don't think that UT2k3 will include veihcles out of the box...but modding it will almost certainly bring them about in some shape or form :]
