Mansell was an also ran in F1 till he had the best car by a mile and a rubbish teammate - thats the only reason he won his 1 championship, Prost is French and has a crocked nose and refused to race in the wet, and Senna died during his sporting career which always makes people overrated, he was very prone to not bothering if he thought he couldn't win.
Schumacher has nearly every F1 record there is, so he's the obvious choice - and my BF who is a F1 fanatic (hates to but) admits Schumacher is the greatest F1 driver he's seen, he won 2 championships with a very average Beneton team and then built the ferrira team up around him (he didn't just move to a winning team).

Shoemaker doesn't have anything like the flare that Senna did though.

And it was indeed Foggerty who won a silly amount of times in a row.

Heck we could throw in some rally drivers names to the mix
