PC version has had 2 patches already I believe and is supposed to be the most stable. The console patches are on there way if not already.

So what do you recommend for a Fallout 3 newb (not played first game) What starting stats and skills wise should I pick, btw I want to play hardcore mode from the start.

All of the skills can be quite useful, but I would say that by far, the skills that seem most important or have the biggest impact in the world and when interacting with NPC's are:

A combat skill
Speech
Lockpick
Repair
Science

Barter can also be very useful.

i've found that combat skills are fairly unneeded, quite honestly. at level 20 i had 40 in Guns as my highest combat skill, still had very little trouble in fights.
science and lockpick are vital, especially if you're a see-everything kind of player.
repair is handy.
speech is handy.
barter is handy.
