ok I can't find the chart, but is it something like:
0-8 skill costs 0
9-12 costs 1
13-16 costs 2
17-18 costs 3
So for ex to get 18 Str would cost 18 points, bust 16 would only cost 12 ?
With this rule I can have:
Str 12, dex 16, con 10, int 16, wis 10, cha 8. for 32 points, I then apply my ratial -2str and +2 dex. for halfling roguey goodness.
